I serve as the State Point of Contact and/or State Coordinator for the California Public Safety Procurement Program. Responsible for developing our Mission, Vision, Values, Strategic Planning and auditing. Our 1033 Program is supported by the National Defense Authorization (NDAA) which authorizes the Secretary of Defense to transfer excess Department of Defense (DoD) personal property to Federal, state, and local Law Enforcement Agencies (LEAs) with special emphasis given to counter drug and counter terrorism activities. The NDAA also authorizes state and local government agencies to purchase equipment, for Counter-Drug, Homeland Security and Emergency Response activities through federal channels utilizing the 1122 Program achieving significant cost savings. We work closely with all appointed Chiefs of Police, elected Sheriff's and other public safety agency Chief Executive Officers. We are responsible for the auditing, investigation and enforcement of statutory and regulatory compliance. I recommend corrective actions for law enforcement/public safety agencies when necessary. I also perform supervisory duties in regards to the expansion and development of our Public Safety Procurement Programs. I provide technical guidance to law enforcement and public safety agencies during the life cycle of participation in both programs. I provide training sessions to law enforcement agencies when needed as well as conducting compliance visits, field audits, and equipment inspections. I am the direct liaison for the Defense Logistics Agency (DLA). I serve on national committees representing California programs. I ensure proper tracking of acquisitions by providing desk reviews and/or manual audits. During emergency operations I may be required to work in the State Operations Center (SOC), Regional Emergency Operations Center (REOC) or Joint Filed Office (JFO).

I assisted with Information Sharing Initiatives for 18,000 law enforcement agencies across the United States employing over 800,000 law enforcement personnel.

Hired by the council as Chief of Police, I was issued a Special Law Enforcement Commission (SLEC) through the Department of the Interior; Bureau of Indian Affairs. I am the first Tribal Police Chief to graduate from Southern Police Institute with a SLEC in its history. I supervised the daily operation of the police department consisting of six sworn officers (three full time) and civilian personnel. I planned, organized, scheduled, delegated, trained, motivated, counseled, guided, and disciplined employees. I worked closely with the council. I revamped the Police Department from the ground up to include issuance of a SLEC as well as craft a vision, mission and values of the department. I created and adopted departmental policy based on best law enforcement practices. We enforced the Code of Federal Regulations on tribal land. I maintained a fleet of marked and unmarked patrol units and office facilities. I served as the Grant Administrator for awarded grants from Utah and Nevada following all quarterly reporting requirements. Federal Grant submission, monitoring, reporting and tracking concerning State and Federal grant awards. Secured over $330,000 of grant funds within first six months of employment for the department. I served as the Emergency Management Director and completed disaster and critical incident planning/follow up. I served as the Vice-Chairman of the Utah Tribal Emergency Response Committee (UTERC). CTGR was one of only three police departments in Utah to be awared funds from the 2009 Cops Hiring Recovery Program (CHRP).

I was responsible for the day-to-day operations of one of the largest professional security firms in Sacramento. All Phase is comprised of over two hundred employees with an annual operating budget of $6 million dollars. Policy creation, implementation, revision and enforcement. I also served as the Special Events Commander, staffing over 34, 000 hours of police service. I served as the Incident Commander for twenty five large scale special events involving over 200 Police Officers and Sergeants at any given time. Attended and completed the Federal Bureau of Investigation (FBI) Special Events Management Training. Detective Sergeant/Acting Commander - LVMPD, Crimes Against Youth & Family Bureau, Sexual Assault/Abuse Section, Sergeant-Field Training and Evaluation Program Narcotics Detective-Vice/Narcotics Bureau, Patrol Officer, Field Training Officer, Community Oriented Policing Team, Problem Solving Unit and Motor Officer, Defensive Tactics Instructor for seven years and Emergency Vehicle Operations Course (EVOC) instructor for three years.
